Jim Galley - San Diego area director of California Republican Veterans Association became aware of the homeowner assocaition litigation and foreclosure problmes in 2004. He has been an active opponent of non-judicial forelcosures by homeowner associations since. He urged Republican legislators and Governor Arnold Schwarznegger to pass AB2598 in 2004. The governor vetoed the bill.

Summary
Some unscrupulous homeowner association lawyers have found a loophole in the Soldiers and Sailors Act that they are using to place liens and unlimited collection costs on the property of military personnel. These liens can run into the thousands, and obviously prevent the owners from selling or refinancing their homes etc. The following story of a California lieutenant in the Coast Guard is an example of some of the problems that military personnel can run into
