The House Research Organization (HRO) is a nonpartisan administrative department of the Texas House of Representatives. It prepares bill analyses and research reports for the members of the Texas House. All bill analyses prepared from the 74th (1995), 75th (1997), 76th (1999), and 77th (2001) legislative sessions are available on this web site. Research reports published after January 1, 1997 also are available.

Other Information: Bill Analyses The HRO prepares a bill analysis for all bills reported from House committee and scheduled for floor debate on the daily House Calendar. Each bill analysis consists of a digest of the bill's provisions, background, arguments for and against, and additional pertinent information.
Floor Reports Floor reports are a collection of bill analyses for bills scheduled on the House daily calendar for floor debate on a particular legislative day.
Focus Reports Focus reports provide a thorough examination of particular issues, such as tort reform or electric utility deregulation.
Other Publications These publications include a summary of procedures for how a bill becomes law and House committee procedures, and a list of House and Senate member and committee staff for the session.
Interim News Interim News reports provide a brief review of topics of current interest and summaries of interim committee hearings.
Constitutional Amendments Constitutional amendment analyses provide a summary and arguments for and against ballot propositions submitted for voter approval.
Use of Information ,HRO bill analyses and reports have been cited frequently as a pertinent and persuasive information source, but they are not an official part of the legislative process nor an official expression of the views of the House of Representatives. The HRO does not certify copies of bill analyses or reports.
The information included in the supporting or opposing arguments are not the opinions of HRO or its researchers, but represent information gathered from a broad range of sources.
