Our homeowners association intimidates owners, conceals finances, keep raising dues, and refuses to provide services
The same lady has run it for 20 years - how can we change the situation?

Depending on which state you live in, there are many laws to help you get access to those items you are seeking. I believe the newest law in most states is 20 business days. It could be ten in yours!
First send a certified letter to the HoA requesting specific documents. You can't just say financial statements. You need to say something to the effect of "I would like copies of all bank statements from each bank account the Association uses from 1/09 - present." Be prepaired to be charged for the pages they give you. By law I believe they can only charge you 15 cents per page. You can also ask for copies of invoices in your letter. You need to be specific though. And ALWAYS make a copy for yourself.
As for getting rid of the board, there should be an election every year. Ours, as is most, is held in October, which would be the end of our fiscal year.

Use their tactics, and sue, sue them for their home, or have them prosecuted for fraud,

Research the state laws and find out which ones are being broken. Bring this to the attention of the association and your neighbors. If enough people get educated, it won't be hard to run a reform slate of candidates when election time comes around.
You can always try to recall the current board, also. You'll have to get smart on all of the homeowner association law and your applicable CC&Rs.

You don't say how many owners there are in the HOA. Talk to your neighbors and get new people to run for the board. Election time must be coming up near the end of the year. When you believe you have enough people to support your goals, get proxy votes if need be and go to your annual meeting with these and get the old people out. There must be in your CCR the method to remove board members.
